Bürgermeister Zenth wünschte sich, an die BI gewandt, einen fairen und sachlichen Dialog.
Allerdings war die folgende, erstaunlich ausführliche Darstellung zum Baugebiet Wehräcker II, sachlich in vielen Punkten nicht korrekt. Die BI möchte zu einigen Aussagen Stellung nehmen, die bei den Bürgern ein falsches Bild der tatsächlichen Situation bewirken könnten.
Den Vorwurf, die BI würde falsche Informationen verbreiten, weisen wir zurück.
Vorab ist festzustellen, dass die Bürger nur durch die Initiative der Bürgerinitiative Wehräcker, insbesondere durch den Bericht in der HSt vom 8.12.2018, über das Vorhaben der Gemeinde informiert wurde. Auch die Anrainer an Wehräcker II hätten nichts erfahren, wenn die Gemeinde nicht Auflösungsverträge zur schnellen Durchführung von Erschließungsmaßnahmen benötigt hätte. Denn, wie Bürgermeister Zenth betonte, die Gemeinde muss die Bürger gar nicht so frühzeitig informieren. Aber genau dies stößt bei vielen Abstatter Bürgern auf Missfallen.
Dass Bürgermeister Zenth und die Gemeinderäte nun ihrerseits an die Öffentlichkeit gehen, kann man als eine Reaktion auf das Engagement der Bürgerinitivative sehen.
Zu einzelnen Themen vom Neujahresempfang.
Bürgermeister Zenth informierte darüber, dass die Bebauung von Wehräcker II erst im Jahre 2021 starten würde, weshalb man mitnichten von einem Eilverfahren sprechen könne. Tatsächlich aber sollten die Bagger ursprünglich bereits im Juni 2019 anrollen. Dass dies nicht geschehen kann, ist lediglich der Tatsache geschuldet, dass einige Pachtbesitzer und der betroffene Landwirt die vorgelegten Auflösungsverträge nicht unterzeichnet hatten, weshalb die Pacht des benötigen Ackers nun erst in 2 Jahren enden wird. Mit großer Eile muss aber noch im Jahre 2019 der sogenannte Aufstellungsbeschluss im Gemeinderat erfolgen, der die Grundlage für eine spätere Bebauung schafft. Denn die Gemeinde möchte ja nicht das normale Verfahren zur Erschließung eines Baugebietes einhalten, sondern auf Basis von §13b BauGB handeln (beschleunigtes Verfahren). Diese Möglichkeit endet im Dezember 2019.
Die von der BI geforderte vorrangige Innenentwicklung wurde von Bürgermeister Zenth zwar in Aussicht gestellt, ob dies in naher Zukunft umgesetzt werden kann, bleibt abzuwarten.
Die BI hat den Bürgermeister und die Gemeinderäte sehr früh über die Durchführung eines Bürgerbegehrens informiert. Es ist deshalb nicht nachvollziehbar, warum die Gemeinde zum jetzigen Zeitpunkt bereits Vermessungsarbeiten durch Firma Käser und Planungsarbeiten durch Firma Rauschenmeier beauftragt, bevor das Ergebnis des Bürgerbegehrens vorliegt. Warum hat man da nicht abgewartet, wo doch keine Eile vorliegt? Denn ein erfolgreiches Bürgerbegehren bewirkt, dass der Gemeinderat keinen gültigen Aufstellungsbeschluss fassen kann und ein in der Folge positiver Bürgerentscheid verhindert die Realsierung einer entsprechenden Entscheidung des Gemeinderates.
Weiterhin schilderte Bürgermeister Zenth, dass in den letzten 10 Jahren kein neues Baugebiet ausgewiesen wurde. Tatsächlich ist durch die Umlegung des ehemaligen SAP Geländes ein komplett neues und großes Wohngebiet entstanden. Die Umlegung erfolgte auf Basis des §13a BauGB, ebenfalls im beschleunigten Verfahren, wodurch die betroffenen Anwohner auch da zu spät und unzureichend informiert wurden, was zu großer Verstimmung geführt hat. Zusätzlich wurde vor ein paar Jahren ein sehr großes Baugebiet am Ortseingang im Flächennutzungsplan von Wohnbaugebiet in Gewerbegebiet umgewidmet und der Firma Münzing zur Verfügung gestellt. Die Wohnungsnot kann demnach in Abstatt nicht so groß sein, wie von Bürgermeister Zenth dargestellt.
In dem bis 2030 ausgelegten Flächennutzungsplan für den Gemeindeverwaltungsverband Schozach-Bottwartal (Landkreis Heilbronn) ist auf Seite 14 zu lesen, dass für Abstatt keine Neuausweisungen von Bauflächen erfolgen werden – aus gutem Grund.

Ausgleichsflächen sind schon jetzt in Abstatt nicht mehr ausreichend vorhanden. Die Gemeinde versucht deshalb schon heute, in Nachbargemeinden Ausgleichsflächen zu erwerben.
Weitere Industrieansiedlungen am Ortrand, die weitere Ausgleichsmaßen erfordern werden, sind geplant.
Die Frage, die sich uns als Bürger stellt ist: Wie soll Abstatt, das jetzt noch ein schönes Dorf in einer idyllischen Landschaft ist, in 10 – 20 Jahren aussehen? Werden Abstatt und Happenbach dann zwei Dorfinseln in einem großen Industriegebiet sein? Schon jetzt wurde das Zusammenwachsen der beiden größten Ortsteile Abstatt und Happenbach durch einen Industrieriegel mutwillig verhindert.
Wir, die BI Wehräcker fordern eine langfristige Planung von Baugebieten und Industrieansiedlungen und wehren uns gegen kurzfristige Maßnahmen. Wir fordern einen sparsamen Umgang mit den Restflächen der Gemeinde Abstatt vor dem Hintergrund des nachweislich großen Flächenverbrauchs in der Vergangenheit.
